Concept, Design, and Construction of the Manayunk Sewer Basin

Jeff Naumick, PE

Senior Principal Engineer at Hazen and Sawyer

Abstract:

The Philadelphia Water Department (PWD) owns and maintains over 3,000 miles of sewer which conveys collected stormwater and sanitary flows to each of the City’s three wastewater treatment facilities. The Manayunk portion of the city is served by a primarily separated stormwater/sanitary sewer system, which previously became overstressed during wet weather events and discharge flows into the watershed through a relief outfall. As required by the Environmental Protection Agency (EPA) and the Pennsylvania Department of Environmental Protection (PADEP), PWD was tasked with the challenge of eliminating the overflow to preserve the quality of the natural water bodies.

After years of planning and conceptualization, a 4 million gallon retention basin was proposed on Venice Island, in the heart of the Manayunk section of Philadelphia. During wet weather events, the retention basin provides additional capacity to the sewer system and retains the elevated flows instead of discharging them into the adjacent waterbody. After the storm events, the captured flows are pumped back into the sewer and conveyed to the wastewater treatment plant.

The site selected originally housed a small recreation center and various athletic courts as well as a large public parking lot. As part of the project, these surface features were substantially upgraded and are currently enjoyed by the public, as the 4 million gallon basin quietly operates below. The completed site is home to two buildings, a Pump Station which sits atop the basin and houses three pumps which are capable of returning flow from the basin back to the sewer and a 250 seat Performing Arts Center. The site is also equipped with numerous SMP’s designed to handle all stormwater collected on site, including rain gardens, tree trenches, and green roofs. Other site features include new basketball and volleyball courts as well as a children’s spray park and nearby vegetated sitting areas.

This presentation will describe the lifecycle of the Manayunk Venice Island Sewer Basin project from concept and design, through to the completion of construction and subsequent operation.
