Abstract:

It is expected that climate change will result in increasing rainfall intensities since a warmer, more humid atmosphere creates a more active hydrological cycle. In the United States, Global Climate Model (GCM) projections vary on a regional scale with the largest increases in the frequency and intensity of extreme precipitation expected in the Midwest and Northeast. For Philadelphia, the projections indicate that precipitation volumes and intensities are expected to increase. These changes in rainfall may have a significant impact on urban environments and infrastructure in Philadelphia and the surrounding region. In particular, high-intensity rainfall may cause more frequent flooding as the capacities of urban drainage systems are exceeded. Thus, there is a need to develop precipitation projections that are actionable and can be used to assess the impacts of changing storm size and intensity on stormwater and wastewater collection systems and associated infrastructure. 


This presentation will highlight the work of PWD's Climate Change Adaptation Program (CCAP) and its activities related to making GCM precipitation projections actionable for stormwater planning applications.   

 

Speaker Bio:  

Julia Rockwell is the Manager of the Climate Change Adaptation Program (CCAP) at the Philadelphia Water Department (PWD). Since 2014, Ms. Rockwell has led efforts to develop and implement the CCAP. The focus of the program is to identify climate-related risks to PWD drinking water, wastewater and stormwater systems and develop effective adaptation strategies to address those risks. Prior to managing the CCAP, Ms. Rockwell worked on a range of water resource engineering and management initiatives under the PWD Source Water Protection Program and led development of a new Capital Planning Program. She holds a Bachelor of Science in Civil Engineering from Bucknell University and a Master of Environmental Management Degree from Duke University.


Sebastian Malter joined the Philadelphia Water Department (PWD) in 2016 where he works as a civil engineer supporting technical risk assessments for the Climate Change Adaptation Program. Prior to joining PWD, Mr. Malter worked on a variety of water resource initiatives in the context of international development in South America and Asia. Working for the German Development Cooperation, he provided technical guidance to water and environmental agencies on urban water issues related to climate change, stormwater management, water and wastewater quality, water distribution and flood management. Mr. Malter holds a bachelor's degree in Civil Engineering from the University of Applied Sciences (Dresden, Germany) and a Master of Water Resource Engineering Degree from the University of Dresden (Germany).
